Azure District Azure District is Freeport's true waterfront. Consisting of two sections, Azure District also houses the majority of the citys slums and lower class citizens, althoguth they aren't quite as desperate a catch as those forced to live in Shadowshore. The western section of Azure District is primarily concerned with the city's internal waterways, while the eastern section is home to the city's booming whaling industry. Were as the majority of Freeport's trade occurs in the Merchant District, Azure District remains a close second. In particular, the trade of exotic animals is a lucrative (and often dangerous) facet of this districts East market. Most of these creatures are destined for lives elsewere as pets, but a few of them are more dangerous. This trade is one of the few the marine watch monitors - as a result, the black market and smuggling trade for dangerous animals does a booming business. The Marine Watch is concerned primarily with keeping Freeport's whaling operations running smoothly. Whalers are generaly allowed to get away with more as a result; the watch figures that they are at sea most of the time anyways. An arrested whaler is almost always returned to his captian's ship for punishment or confinement there rather than take them tothe the districts undersized jail. Members of the Marine Watch tend to be a bit more strict with other ciminals, but transfer them to Sunrise Garrison if they require long-term punishment. Places of interest in this district are the Whalers Guild, the Catherdral to Calypso, the Dredger's Guild, the East Market, the Azure Lighthouse, the Pearl Divers Guild, and the Fishmongers Guildhall.

Champion's District Champion's District towers over Freeports western skyline, a district of soliders, gladiators, mercanaries, and warriors who work for the marines. Freeports arena is one of hte more popular entertainment venues in Freeport. Fights are scheduled at minimum once per week. Fights are generall ynot to the death, but are often used to settle debts or conflics between orginizations or people. At other times, there are teh "dragon Challenges", where fights between contestents and dangerous creatures occur. With the location of the marine's trainning base in the district and most of the marines command here, the Marine watch is the most militant of the watches. Their members patrol the streets of the district in full uniformon regular shedules; their presence in the district is as much for show as for law enforcement. Members fo this watch are new marines, and are still expected to taek part in the Arena events at least monthly. With any winnings being split with the marine trainning center. The Champion Watch looks down on the Shadowshore watch, regardign them as little better than the crimals they know populate that district. Of the seven watches, the Champion's watch comprises he most loyal and incorruptible members; their morale and being they just came out of the trainnng center render internal corruption all but unknown. Places of interest in thsi district are Freeport Arena, the Marines market, the Moneylenders guildhall, Champions lighthouse, Champions Garrison, and the Lanternlighters guildhall.

Cudgel District Cudgel District is primarily a residential district. Due to the vigilance of the local watch, it's also the safest district in Freeport. The citizens of Cudgel District know this, yet they are not a soft poeple; they remain ever vigilant to the threat of attack from without and from within. The people aer a watchful, laconic lot. They have little patience or tolerance for the rough and coarse lifestyles led by most. The citizens of Cudgel District are the least flamboyant and outgoing of the people of Freeport, making the district a draw for those nto interested in the bustle of city life. In some ways, the Cudgel Watch are similar to the Cahmpion's Watch. Both present regualr patrols in uniform, and both are fiecrely loyal. Yet the Cudgel Watch is more concered with preventing criminal activity than any other watch in Freeport, to the extend that they sometimes overstep their bounds. Tales of wrongful imprisonment abound here, although the Cudgel Watch maintains that such cases are rare as a result. Criminal activity in Cudgel District is more prevalent along the borders between Cudgel and Shadowshore and Merchant District. Of the watches, the Cudgel Watch is the most likely to pursue criminals into other distrcits or meddle with another district's watch affairs, making them the least liked district watches. Places of interest in Cudgel District are: The Cudgel Lighthouse, Streetsweapers Guidlhall, Carptenter's Guidlhall, The Black Crab brewery, The Ratcatchers Guildhall, The Stone Manson's Guildhall, Chimmneysweeps Guildhall, West Market, Cudgel Garrison, and the House of Violets Monastery.

Merchant District Freeport's heart, adn perhaps even its soul, is lodged firmly in Merchant District. The first district most visitors reach, it's often the only one they need ever exploer. Merchant District shops run the gamut from simple grocers to specialized buidlings like potion emporiums, dagger sellers, exotic pet dealers and magic item bazaars. The Merchant's Watch is perhaps the most efficient of the seven watchs. corruption apears heere and there, but the leadership is honest and does its best to maintain a crime-free enviroment. This is the busiest of district in the city, and minor crimes are generally ignored, allowing the watch to focus its attentions on larger problems. The Merchant Garrison isn't the largest among the seven watches (that honor goes t the Champion Watch), but it's certainly the most justly run of the seven. Places of interest in Merchant District include: The Locksmith's Guildhall, Bakers's Guildhall, Candlemaker's Guildhall, Market Place Hall, Jeweler's Guildhall, Glassblower's Guildhall, Gemcutter's Guildhall, Merchant's Guidlhall, Weaver's Guildhall, Cobbler's Guildhall, Spicemerchant's Guildhall, Tailor's Guildhall, Basketweaver's Guildhall, Telvanta Academy, scrivener's Guildhall, Leatherworks Guildhall, Smith's Guildhall, Cooper's Guildhall, Barber's Guildhall, Scavenger's Guildhall, Teamster's Guildhall, Wheelwright's Guidlhall, Launderer's Guildhall, Tanner's Guildhall, Merchant's Garrison, Innkeepers Guildhall, Rivermans' Guildhall, Heinvar's Baths, Featherwhipser's, Barrister's Guildhall, and The Porphyry House.

Noble District Nobel District has traditionally been thought of as the city's rulign district, even though Castle Quasqueton isn't technically a part of this district. It is due to the fact that the Proudwalkers have there villa here as do most of the city leaders. This district is a self-sustaining district. The Noble's Watch are masters of subtlety. They do not patrol the streets of Nobel District openly, as the local citizens have long since made clear their distaste for seeign guards in public places. As a result, the Noble's Watch do their job undercover, posing as travelers, entertainers, merchants, or even petty nobles as the case demands. Newcomer's To Freeport seeking a place to ply criminal acts may be tempted by the seeming lack of guards in this district, but the Noble's Watch wastes no time in dealing with crime as it appears. This, combined with the fact that anyone nearby could be the law, make Noble District one of the safest in Freeport. Places of interest in Noble District are: Proudwalker Villa, Highwall House, Witchwarden Tower, Actor's Guildhall, High Market, Musician's Guildhall, Freeport Opera House, Coffinmaker's Guildhall, Courtesan's Guildhall, House of Unicorn, Instrument Maker's Guildhall, Thenalar Academy, Cloudcystal Academy, Noble Garrison, Ancestor's Rest, Freeport Crematorium, Scarlet graveyard, and the Cartogrpher's Guildhall.

Shadowshore Although relatively small, Shadowshore is prehaps the most notorious of Freeport's districts. This strip of land nestled in the shadow of Champion's District has long been a haven fro theives, thugs, and criminals of all kind. Generally the only people who live here are those poor enough that their homes hodl no attraction to thieves or those who can ably protect their property by wit or mucle. The Proudwalkers have all but given up on Shadowshore, and as long as nothing particularly destructive arises from the district (such as fires or riots) they generally leave it to govern itself. The true slums of freeport, Shadowshore is where the desperate come to hide or die. Teh smallest of the districts, it's easy for citizens of other districts to look the other way at the trouble that commonly brews here. Members of the other watches who prove too unruly or insubordinate are often reassigned to Shadowshore - more of a punishment than anything else. Corruption is rife among the Shadowshore Watch, who only patrol the shoreline. Only the most blatant of crimes arson, public assualts, and other highly visible offenses) are acted upon, making Shadowshore a haven for Freeports criminal element. But with them generally in only one district it makes the efforts of keepign tabs on them easier to the Marine and Navy Command. With Freeport's markets and shops feature a wide range of goods and services, some are not offered in the light of day. Those seeking hard drugs, dangerous animals, or cheap (and probably stolen) goods wont find them for sale in sight of the city watch. Yet this does not mean theses aren't for sale. Freeport has a strong black market, located here in Shadowshore. If it can be had the black market will get it for you, althought even the sellers will not risk themselves on certain things. To date, The Proudwalker family has killed off the ones that were willing to deal in evil magics, slaves and information on the city and the ruling families of horn itself. Places of intersest in Shadowshore are: Freeport Distrillery, The Birdcage, Alinara's Vixen, The Trapmakers Guildhall, Shipwright's Guildhall, and The Sailmakers Guildhall.

Sunrise District Like Cudgel District, Sunrise is primarily residential. Yet the Citizens of Sunrise are generally a bit better-off than their neighbors, in no small part due to the fact that many of them have stakes in the numerous plantations that dot the region surrounding Freeport. With the presence of the lumberyard and proximity to the Azure district make Sunrise's edges a bit more active. The Watch here is the largest of the seven watches, due primarly to the fact that the city gates are located here, and as a result it's more difficult for the commanders to keep everything in control. Corruption is no unheard of here, but the guards can be trusted to do the right thing and no matter how much is offered will never betray the city or the Proudwalkers. Places of interest in Sunrise are: Thunder River Lumber, Landowner's hall, Dawn Market, Sunrise Garrison, Taxiermist's Guidlhall, Emerald Water Orphanage, Tobacconist's guidlhall, Dawnlight Orphanage, and Standing Stone Park.
